What qualifying criteria are we talking about here and are we (Boro Bar Ultras) one of the two who need to qualify mate?

at the time 2 teams had not registered players and one had not registered their county affiliation number, there is still one tean who only have until 6 pm this evening to register 14 players and one club to send in their affiliation number
